He says when driving through heavily wooded areas, your awareness needs to be heightened.
They especially start coming out more often once hunting season begins. Even though there are areas where deer are more numerous, they can spring out into the road anywhere and at anytime. Walker says to not swerve to miss the deer, but rather it would be better to hit it straight on. IDOT Spokesperson Josh Kauffman adds flashing the headlights or honking the horn can alert the deer and could get them to get off the road.
Come the school year , the Okaw Valley Conference will have three new members. Three remaining members of a dismembered Okaw Valley Conference have found three new schools to join them in preserving the Okaw Valley Conference name. Rantoul, Champaign St. Thomas More, and St. Joseph Ogden have agreed to join the Okaw Valley. Moss says there was a point where he was worried things would not work out. He says that point came when they received an invitation from the Sangamon Valley Conference to join, so they applied, then were rejected.
But that may have played in the favor of these three schools gaining three new members. Carron Hospelhorn, 40, pleaded guilty to endangering the health of two children. She received a dollar fine and is on two years probation. While working at Kid Konnection, a police investigation indicates Hospelhorn gave a melatonin pill to a 15 month old and a seven month old without the parents' knowledge or consent. Cook County's coastline could see waves up to feet high thanks to the storm. Down South, the Riverbend and St. Louis areas may experience gusty winds which could reach the area tomorrow. CEO of the Dr. John Warner Hospital, Earl Sheehy says negotiations are going well, and the hold up right now is determining fair market value for the hospital's ambulances. He says because there is no guide, the hospital has used the company they bought their vehicles from to help in determining their value. Sheehy says if PSI wants to purchase that equipment, the hospital has to be compensated fairly. However, the hospital does not have to sell them their inventory of equipment. If the two sides cannot come to an agreement for fair market value of the ambulances and the equipment by December the 1st, Sheehy explains they would continue to offer ambulance service up to the end of the year.

Officials say nearly a dozen southwestern Illinois high school students were suspended because of comments they posted on Twitter. The City of Lincoln's dream of revitalizing their downtown district continues to make progress.
Mayor of the City of Lincoln, Keith Snyder explains they recently held several community meetings to find out what business owners, community leaders, and the general public would like to see happen in the downtown area of Lincoln. The first part was to be used for planning, and the second left availability to implement a few things. Mayor Snyder notes the implementation will be very limited, but it should help the plan get in motion. Mayor Snyder says perhaps the biggest concern was parking.
The Mayor says much like many communities, their downtown parking situation can sometimes be messy. Other things they heard regarded the downtown stop lights and more outside spaces for leisure and dining. He explains you want to have goals that you know you can achieve, but not have the whole plan be that way. And at the same time not make the plan so challenging it is unlikely to be implemented. Having a plan in place should help the city in obtaining other grants for the revitalization of their downtown.
The Mayor says they will continue to seek out other grant opportunities to aid them in making this goal a reality. Jeff Holmes explains the district now has to develop district and school improvement plans. The district has chosen to use the "Rising Star" program. Holmes adds you can go to a website and compare how the school is doing compared to other districts across the state. Holmes feels the continues improvements and modifications of this program are what he likes about it the most. He says when improvement plans would be implemented in the past, it would be looked at only once a year.
Holmes explains next year, schools will have to start using the "Rising Star" program. In fact, he says he already has two buildings using the program. The first deadline to implement this program was the day after the district learned they would have to do a school and district improvement plan.
Holmes says he is not going to rush his administrators in getting things developed. He adds he wants to do it right and make sure it meets the needs of the Clinton School district. Wildlife experts in central Illinois say boaters and fishermen who reported spotting a fluffy, white fox weren't seeing things. McLean County Michael Steffa says he began getting reports about the animal about three weeks ago. Wildlife biologist Blob Bluett of the Illinois Department of Natural Resources says that the animal appears to be a domesticated strain of red fox that's been bred for its fur.

Two separate traffic studies have been completed to allow the Clinton School district to cut an entrance for their new school building.
A year ago, the district considered doing a traffic study at the request of the City of Clinton. The District decided against that. Less than a year later, the City required the District to do a traffic study in order to receive certain permits to build their new elementary school. City Administrator Tim Followell explains the city embarked on their own traffic study because the school district had asked for a quote.
Followell says at that point the school district also proceeded to complete their own study. He feels having both studies done is not necessarily a bad thing because of the high volume of traffic at the schools at dismissal times. He feels this was a waste of tax payers dollars. Carter explains the city is now wanting to review their study before the District can obtain a permit. He felt the was why it was hard to get Board to understand the importance of the study.
Both studies have come in and each group has each others results. Tomorrow on Regional Radio News we will find out what those results are for each and how they compare. The Clinton community is about to be treated to a special piece of local theatre. Mark Kilough, with the Dewitt County Restoration Associtaion, says this is their fourth play fundraiser. He hopes the progress they've made so far in restoring the house will help be the catalyst for other renovations around town.
He says the money from this play will help pay expenses involving the H-VAC system for the retail space. DCRA member Amy Robinson, who has a role in the play, says "Welcome to Big Rock" is about a small town that decides to put on a local version of popular "talent shows" that will be seen on TV. Yet, everyone has pulled together and made a great show.
She says audience members will not believe the range of talent that will be seen onstage, both in the acting and singing departments. Kilough adds there is just as much talent behind the scenes as there is on stage as well. Doors open at 6 on the 2nd and 3rd for cocktails. Then, the play will begin at 7. The OVC always has been tough as 1 of only nine leagues to win at least one game in each of the past four NCAA tournaments, and Murray State pushed the league to a new level last season by being ranked most of last season. The Racers are the preseason favorite to win the OVC this season.
The Bruins also have been trumpeting this move with billboards and commercials. The offense is having trouble keeping up. With the Carolina Panthers coming to Chicago on Sunday, the Bears are hoping to protect quarterback Jay Cutler better and be more consistent with their running game than they were against Detroit in a win Monday and in other recent victories. Cutler's rib injury is not expected to keep him out of the Carolina game, and the running game has shown some signs of reviving after running back Matt Forte gained 96 yards Monday.
The league confirmed to NFL Network that Suh will not be fined for his hard takedown Monday night that left Cutler slumped over in pain. Cutler briefly came out of the game before returning. He later called Suh's hit a clean play. The nation's leading group of pediatricians says cheerleading should be considered a sport to make it safer. In a new policy, the American Academy of Pediatrics says cheerleading has become a lot more physical and athletic, and it should get the same kind of safety oversight that sports get. That would include on-site athletic trainers, limits on practice time and better qualified coaches. Studies show that the number of cheerleaders injured each year has climbed dramatically in the last two decades.
Common stunts that pose risks include tossing and throwing cheerleaders in the air and creating human pyramids that reach 15 feet high or more. The new policy was published online Monday in the journal Pediatrics. The nation's leading pediatricians group is offering its first advice on organic fruits and vegetables for children. The American Academy of Pediatrics says parents who want to reduce their kids' exposure to pesticides may seek out organic produce.
But the group notes that organics aren't necessarily safer or more nutritious than conventional foods. The group says science hasn't proven that eating pesticide-free food makes people any healthier. The report was published online Monday in the journal Pediatrics and echoes a Stanford University study released last month.

Authorities have released the names of 2 men who died after a boat carrying duck hunters crashed into a buoy on the Mississippi River between Iowa and Illinois. The crash occurred early on Saturday on the Illinois side of the river, not far from Muscatine on the Iowa side. The two men had joined five others to go duck hunting. The names of the other five haven't been released. They were taken to Iowa hospitals for treatment.
The accident is being investigated. Sixteen Illinois high school students are meeting in Springfield to advise the state Board of Education about student concerns. This year's Student Advisory Council meets Tuesday and Wednesday for the first time and includes 11 new members. Many people have questions and concerns about the process of applying for disability benefits.
According to Jack Myers, of Social Security, there are many ways to handle quesitons regarding disability. He says one of the first steps should be to gathering information at the Social Security website. There, a person can find overviews and a starter kit. In order to qualify for disability, their condition should last for at least a year. He notes a terminal illness also qualifies. There are a couple options to apply. Myers says an applications can be completed online or over the phone. Myers warns this process can take some time, even up to a couple months.
He says medical records already in your possession can speed up the application process. The DeWitt County Board has set the tax rate for the levy for an ambulance service subsidy.
In March, voters approved a property tax levy of up to. The point allows for the subsidy to be paid to PSI, and after tax money begins to flow in, to allow the Board to pay the County back. She adds it has been the philosophy of the County Board to only tax what is necessary to meet the needs of their budget. The rival Packers will be without defensive back Charles Woodson until December. Woodson suffered a broken right collarbone during Sunday's win over the Rams and will miss six weeks.

One local financial establishment is getting an interior makeover. Work is nearly complete at DeWitt Savings Bank's Clinton location as the bank has remodeled it's inside.
Willis adds that remodel allowed for office space in their basement, which previously was primarily used for storage. Willis says since he started at the bank, they have tripled their staff. He says that is largely due to the amount of new services provided by the bank and the many changes in the banking industry. Miller Media Group president Randal J. Certain programming carried by the 3 stations are not allowed to be streamed, and will be blacked out. That means fixing broken water mains, constructing wastewater treatment plants and upgrading sewers. Pat Quinn says the initiative will create about 28, jobs. The money will be distributed through low-interest loans to local governments and comes from a state program backed by federal money.
Quinn previewed the push for improved water systems during his State of the State address earlier this year. State environmental officials say hundreds of local governments have expressed interest. Applications will be taken by the Illinois Environmental Protection Agency, and projects are expected to begin next year. A federal lawsuit filed in New York claims Aspen Dental Management and the private equity firm that controls it illegally operate dental clinics across the country. Aspen says it provides management services and doesn't control clinical care.
A spokeswoman says the accusations made in the filing are "entirely without merit. The report reveals since , more than 2, state employees who've stayed at home have continued to receive paychecks and collect benefits. That's even as the state has struggled to pay its own bills. Workers can be placed on administrative leave for several reasons, including investigation for wrongdoing.

Nearly a year and a half long process of creating a plan for the future of the Miller Park Zoo is complete. For over a year, the Bloomington Zoo has been working on a Master Plan for the next years of the zoo. Superintendent of the Zoo, Jay Tetzloff says some of the things the master plan will include will be clustering the animals by continents of origin and also expansion. One of his goals, is to have flamingos from Africa being the very first animals you see when you come in.
Tetzloff explains seeing animals when you first walk into the Zoo is very important to him. Tetzloff says a challenging task he has taken on since he started at the Zoo nearly three years ago, is going out and gathering that support. He explains they cannot be dependent on tax dollars, and he says partnering with the private sector is a big part of the zoo becoming self-sustaining.
He hopes to continue that momentum by announcing plans for project beginnings within the next year. Willow Tree Missions aim is the new agency aimed to help those effected by domestic violence. Kimberly Boyd is the Executive Director of Willow Tree Missions, she explains they offer a number of services to aid women effected by domestic violence.
One of their services provides women and children with housing for up to 12 weeks, or until they are able to get back on their feet. Boyd says before Willow Tree opened their doors, women and children were having to rely on agencies outside of Piatt County. She adds, since they have opened their doors, the number of victims they are helping has risen.
Boyd says local law enforcement has gotten on board with the agency's efforts and have been supportive the whole way. She explains they have also partnered with several other area domestic violence agencies in their effort to get off the ground. Robert Mocharnuk Mo'-chur-nuck , associate professor of hematology and oncology at SIU School of Medicine in Springfield, explains the importance of annual breast exams for early detection of breast cancer. Mocharnuk, who is also on the staff of the Simmons Cancer Institute at SIU, recommends that women have annual mammography screenings after age He says screenings have helped improve survival rates in recent years. Insurance companies and Medicare are required to cover mammography screening for breast cancer. Low-income women without insurance may qualify for the Illinois Breast and Cervical Cancer program.

The annual Punkin' Chuckin' Contest has been cut to one day due to religious concerns. Pumpkins are scheduled to fly Saturday at the event in the central Illinois community of Pekin. Sponsor of the Interact Club through the Clinton Auxiliary, Rob DeLeon explains the event, Box City, takes anything the students bring, including blankets, sweatshirts, etc and at the end of the event, gets donated to local thrift stores and food banks around the community. He adds it quickly becomes apparent to them they have to work together to build something.
DeLeon says the money they raised last year went to Community Action with purchased food. He says this year they'd like to add another program to their donation, to do that though, they will need to increase what they raise. DeLeon says anything the students bring out, gets donated. He hopes to receive great community support for the event this year. The DeWitt County Board made the approval Thursday night at their regular Board Meeting, but not before lengthy discussion on the details of the contract.
Much discussion was dedicated to who the reports from PSI would go to for review. Differing opinions were thrown around. Board Chair Melonie Tilley says she wanted the issue to be brought to the full board for discussion because it was in the Request For Proposal that there would be monthly reports. She explains because this will be a contractual agreement, it would be much different than an employee of the County giving monthly updates.
